The purpose for which this corporation is formed are exclusively
charitable, educational, and civic and/or scientific within the meaning
of Sections 501(c)(3) and 170(c)(2) of the Internal Revenue Code of
1986, as amended, or for any other purposes permitted by L.S.A. -
R.S. 41: 1215(B), and to engage in any form or type of business for
any lawful purpose or purposes for which nonprofit corporations may
be formed under L.S.A. - R.S. 12:201 et. seq. under the laws of the
State of Louisiana and have all rights, privileges and immunities
that are now, or hereafter may be allowed to a nonprofit corporation
under the laws of this State. No substantial part of the activities
of the corporation shall consist of the publication or disseminaútion
of material with the purpose of attempting to influence legislation,
and the corporation shall not participate or intervene in any political
campaign on behalf of or in opposition to any candidate for public
office.
The New Orleans Affordable Homeownership Corporation, formerly Urban
Homeowners Corporation of New Orleans, was formed in December 1989.
This Corporation has the purpose of combating community deterioration,
implementing housing (including single family ownership) and other
assistance programs for the homeless, and for persons of low and moderate
income; increase the number of safe, decent and sanitary housing units
in the City; foster economic development and business opportunities
for residents of the City; provide literacy training, job training
and job placement services; promote and preserve the arts; create
meaningful activities for youths at risks; provide education, management
and training to disadvantage residents who seek to develop businesses
which will improve their living conditions; and in general, improve
the quality of life, housing conditions and work opportunities for
residents of the City.
The New Orleans Affordable Homeownership Corporation has received
state certification for Lead Abatement as well as certification for
residential and commercial contracting, risk assessment, lead testing
and lead supervision. NOAH has taken the lead in the City of New Orleans
as it relates to Lead Abatement. All services provided by NOAH are
environmentally safe.
Presently NOAH administers several housing programs they are as follows:
Mayor’s Project NuCoat Under the Project NuCoat program the
exterior of the home
is painted with minor repair to weatherboard,
fascia and soffit replacement. In the past five years, over 1,200
homes have been painted by NOAH. All approved homes are tested
for
Lead.
Mayor’s Project NuRoof The Project NuRoof program assist owner0occupied
homeowners with the replacement or repair of roofs. Over the past
two years over 150 homes have received new or repaired roofs. To maintain
fairness and equal access to both programs, each program has registration
for an entire week then all registration cards are placed in a box
for selection via a public lottery. All selected participants must
meet guidelines.
1st Time Homebuyer’s Program In conjunction with the City of
New Orleans, NOAH took charge of a Special Project Grant which focused
on providing homebuyers services in the Treme area. This grant was
used to acquire blighted property, provide new construction single
family homes, homebuyers counseling as well as economic development.
The outcome has been tremendous. There are over 15 new homeowners
in the Treme area.
The organization receives federal funding through the Division of
Housing and Development (City of New Orleans). Presently all of our
programs are funded with Community Development Block Grant funds.
